Animal Services - Rehome Pets

1. Did you acquire your pet from a rescue organization, animal shelter, or breeder?: If so, you more than likely signed a contract stipulating that the pet can/should be returned if you decide or can no longer keep them. So you must first contact that organization.

Moving into housing that doesn't accept animals is stressful and a common occurrence. Please tap/click here to support services.

Also, consider asking a friend, coworker, family member to care for your pet on a temporary basis. That way, the animal can still be in your life!

4. Are you moving?: There are apartments, rental homes, and condos that accept pets. Many places will even allow you to spread a pet deposit over multiple months. Check out Pet-Friendly Rentals in our county!

5. Don't have enough time for your dogs?: Experts agree that a dog requires a mere 15 minutes of one-on-one time with his/her owner each day to be happy, healthy, and well-adjusted. Pets reduce personal stress and can add years to your life and even decrease the amount of medication you take - try to make time for your AND your dog.

6. Are there behavioral issues?

1. When is a permit required?

Appropriate permits are required for any building construction, alteration, or repair involving new or changed uses of property (other than ordinary repairs). Separate permits are required for building, electrical, heating, air conditioning and plumbing work.

Exception: Permits shall not be required for any work costing $20,000 or less on 1 and 2 family dwellings, unless the work involves: the addition, repair, or replacement of load bearing structures; the addition or change in the design of a plumbing system; the addition, replacement or change in the design of a heating or air conditioning system; the addition, replacement or change in the design of an electrical system; and the use of materials not permitted by the code.

2. How much will my permit cost?

Permit fees are typically calculated by use or occupancy and gross square footage area of a building or work area. There are separate calculations used for new construction and renovations or upfits. There are also separate fee structures for Commercial buildings and 1 & 2 Family buildings.

3. When does a permit expire?: Permits expire 6 months, or 180 days after issue date if no work has commenced. Permits also expire when work has started but has been discontinued for 12 months, or 365 days from the last inspection date.

4. How is my work inspected?

Inspectors will check to make certain work is complete and installed according to the relevant code. Contractors (or homeowners doing their own work) must schedule online to for each inspection when that phase of work is ready.

This system can be used to request inspections, obtain inspection results, cancel an inspection or check the status of a certificate of occupancy. To request inspections, verify or cancel inspections or to get inspection results you may use Citizen Self-Serve.

5. Which edition of the codes are you using?

All projects submitted for plan review and all permits issued on or after January 1, 2019 must meet the requirements of the 2018 edition of the North Carolina Building Codes with the exception of electrical permits.

All electrical permits issued on or after June 12, 2018 must meet the requirements of the 2017 edition of the National Electrical Code (and current NC amendments).

The Accessibility Standard remains the 2009 ANSI 117.1.

6. Do I need to have my building plans reviewed?

All commercial building projects must be submitted for plan review before permits can be issued.

Plans for 1 and 2 family dwelling are not generally required to be submitted for plans review, however a complete set of plans is required to be kept on the job site for the inspector’s reference during the project. This plan set is to be reflective of the project scope and the intent of the builder.

7. When are sealed building plans required for construction projects?

A design professional’s seal and signature are generally required, on plans for all commercial construction projects (NC General Statute 83A-13(c) 1-6. This requirement is subject to the exceptions listed in NC General Statute 83A-13(c1):

((c) Nothing in this Chapter shall be construed to require an architectural license for the preparation, sale, or furnishing of plans, specifications and related data, or for the supervision of construction pursuant thereto, where the building, buildings, or project involved is in one of the following categories:

(1) A family residence, up to eight units attached with grade level exit, which is not a part of or physically connected with any other buildings or residential units;

(2) A building upon any farm for the use of any farmer, unless the building is of such nature and intended for such use as to substantially involve the health or safety of the public;

(3) An institutional or commercial building if it does not have a total value exceeding two hundred thousand dollars ($200,000);

(4) An institutional or commercial building if the total building area does not exceed 3,000 square feet in gross floor area;

(5) Alteration, remodeling, or renovation of an existing building that is exempt under this section, or alteration, remodeling, or renovation of an existing building or building site that does not alter or affect the structural system of the building; change the building's access or exit pattern; or change the live or dead load on the building's structural system. This subdivision shall not limit or change any other exemptions to this Chapter or to the practice of engineering under Chapter 89C of the General Statutes;

(6) The preparation and use of details and shop drawings, assembly or erection drawings, or graphic descriptions utilized to detail or illustrate a portion of the work required to construct the project in accordance with the plans and specifications prepared or to be prepared under the requirements or exemptions of this Chapter.

(c1) Notwithstanding subdivisions (c)(3) and (4) of this section, a commercial building project with a total value of less than two hundred thousand dollars ($200,000) and a total project area of less than 3,000 square feet shall be exempt from the requirement for a professional architectural seal.

Circuit Breaker Homestead Tax Deferment Program

1. What is the Property Tax homestead Circuit Breaker Program?

The Circuit Breaker Tax Deferment program limits the amount of taxes qualified North Carolinians, who are age 65 and over or totally and permanently disabled on January 1, would pay on their permanent residence (homestead). Taxes are limited to a percentage of the taxpayer’s income as shown below. Taxes above that percentage are deferred until there is a disqualifying event that triggers the repayment of the deferred taxes.

2. What are the qualifications for the Circuit Breaker Tax Deferment Program?

You may be qualified for the Circuit Breaker Homestead Tax Deferment Program if you are an Iredell County Resident at least 65 years of age on January 1st of the tax year in which you wish to claim the exemption. Also, if you and your spouse’s income did not exceed $50,700 for the year prior to which an application is made and you have owned and occupied your current permanent legal residence for 5 or more years.

If these qualifications do not fit, you may also qualify if you are certified totally and permanently disabled by a licensed physician or governmental agency and you and your spouse’s income did not exceed $50,700 for the year prior to which an application is made. You must also have owned and occupied your current permanent legal residence in Iredell County for 5 or more years.

If the property is owned by multiple owners (other than husband and wife) every owner must meet the qualifications mentioned.

3. How are deferred taxes calculated and are they a lien on my property?: Deferred taxes are the amount of taxes on one’s Homestead / Permanent Residence over and above the limitation (either 4% or 5% of one’s income) granted by the program. Unlike some other tax relief programs, deferred taxes are a lien on the property. The Tax Department keeps a record of the deferred taxes until a disqualifying event triggers the repayment of the deferred taxes.

4. What would trigger the repayment of the deferred taxes?: A disqualifying event would be death of the owner, transfer of the property or the owner ceases to use the property as a permanent residence.

5. What happens if I apply and qualify for the Circuit Breaker Deferred Tax Program for 1 or more years and in the future I no longer qualify or I fail to submit the required annual application?: Until a disqualification event occurs, the deferred taxes will not become due. Since incomes can vary from year to year it is possible that you may qualify 1 year, but not the next, and then re-qualify in a subsequent year.

6. Does all deferred taxes have to be repaid?: The last 3 years of deferred taxes prior to a disqualifying event and any deferred taxes for the current year must be repaid.

7. Does interest also have to be paid on deferred taxes when they become due?: Yes, interest does have to be repaid on deferred taxes. The amount of interest is calculated from the date the taxes would have originally become due.

8. What is considered income and how much can I make and still qualify for the circuit Breaker Tax Deferment Program?

Income is defined as all moneys received from every source other than gifts or inheritances from family members. For the calendar year 2022, the income limit is $50,700. This threshold is adjusted annually for cost-of-living.

9. What is considered part of my Homestead / Permanent Residence?: It includes your dwelling, the dwelling site (not to exceed 1 acre), and related improvements such as a garage, carport or storage building. The dwelling may be a single family residence, condominium, townhome or a manufactured home. The tax on additional land and buildings, not part of the homestead/permanent residence, is not subject for any exclusion.

10. Do I have to apply in person?: For this exemption, the qualifying homeowner may submit an application by mail, or in person at the Tax Department at 135 East Water Street, Room 100. Since this program is based on your annual income, each year you must file a new application.

11. How can I show that I am 100% totally and permanently disabled?

You must furnish a certification that you are totally and permanently disabled from either a physician licensed to practice medicine in North Carolina or from a governmental agency authorized to determine qualifications for disability benefits. If you or your spouse is over 65 years old, and meets the income requirements, you do not need to submit a certification of disability.

12. How do I provide proof of income?

If you are required to file a Federal Income Tax return you must provide a copy of the return. For non-income tax filers, other proof of income is required. Proof of income must reflect income for the year immediately preceding the tax year for which an application is made. (For example, if an application is submitted for 2022, income for 2021 must be reported.)

1. What is the Elderly or Disabled Homestead Exclusion Property Tax Relief Program?

The Elderly or Disabled Exclusion provides property tax relief for qualified North Carolinians who are age 65 and over or totally and permanently disabled on January 1. The exclusion amount is the greater of $25,000 or 50% of the appraised value of the home and up to 1 acre of land.

1. Do I have to show identification at the precinct or One-Stop location before I can vote?: No, voters will not be required to show photo ID for the March 3, 2020 primary election. In a December 31, 2019 order, a federal district court blocked North Carolina’s voter phone ID requirement from taking effect. The injunction will remain in place until further order of the court.

2. Is there a voter registration deadline in North Carolina?: Yes, the deadline for registering to vote, changing your party affiliation, or updating your address is 25 days before an election.

3. Where can I get voter registration forms?: Pick up a form at any Iredell County Public Library, at the Board of Elections office (203 Stockton Street, Statesville NC 28677) or on our website at www.co.iredell.nc.us/elections. Under Quick Links, click on "NC Voter Registration Form". 4. I think I am registered, but I am not really sure. How can I find out?: Call the Board of Elections at 704-878-3140 or log onto www.co.iredell.nc.us/elections. Go to Government, then Elections. Under "Quick Links", click on "Verify Voter Registration. Enter in your information and press enter. When you see your name highlighted in blue, click on your name. Your voter information will appear.

5. If my information on the Board of Elections website is not correct, what should I do?: Either print off a registration form from the website. Complete, sign, and mail the form to our office. You may also call the Board of Elections at 704-878-3140 and we can mail a form to you. Voter Forms and Resources page.

6. If I move within Iredell County or my resident address changes inside Iredell County, do I need to do anything to my voter registration?: Yes, any time a person moves or their address changes they are required by state law to update their address.

7. If I am a registered voter within North Carolina and move into Iredell County, do I need to do anything to my voter registration?: Yes, you will need to complete a voter registration form to register in Iredell County.

8. If I am registered to vote in another state and move to North Carolina, do I need to register again to vote?: Yes, you need to complete a voter registration form. Voter Forms and Resources page.

9. How do I change my address?: We must have 1 of 2 documents signed by the voter. You should either send us your voter card with the change of address indicated or complete a voter registration application form showing your new address and mail it to us. 10. How do I change my party affiliation?: We must have 1 of 2 documents signed by the voter. You should either send us your voter card with the necessary changes made or complete a voter registration/application form, showing your new party affiliation and mail it to us. Please make sure you sign the document. We will process the form and mail you a new voter card. Any party affiliations changes must be made 25 days prior to Election Day. 11. Can someone else sign my voter registration application or can they vote for me?: No, only a voter may sign his or her voter registration application. You are not permitted to sign the form for your spouse, child, or parent even if you have Power of Attorney for the person. If you cannot make it to the polls to vote, you can request an Absentee ballot be mailed to you.

12. How do I find my polling place?: You can call the Board of Elections office at 704-878-3140 or view the web at www.co.iredell.nc.us/elections. Click on "Verify my Voter Registration Information/Find My Polling Place". Enter your information and click on search. When you see your name highlighted in blue, click on your name. After your information appears, scroll down and look for your polling place information.

13. Where is the Board of Elections located?: The Board of Elections is located 203 Stockton Street Statesville, NC 28677. Our phone number is 704-878-3140.

14. Can I vote at the Board of Elections on Election Day?: No, you must vote at your assigned polling place on Election Day.

15. What hours are the polls open?: As according to North Carolina General Statute 163-166.01, the polls are open from 6:30 a.m. to 7:30 p.m.

16. If I am already in line when the precinct closes at 7:30 p.m., do I still get to vote?: Yes, if you are in line prior to the close of the precinct, you may vote. If you get in line after 7:30 p.m., you will not be allowed to vote.

17. Do I have to show identification at the precinct before I can vote?: No, voters will not be required to show photo ID for the March 3, 2020 primary election. 18. 19. I will be out of the county/country on election day. How can I vote?: If you know you are going to be out of the county or country on election day, then you will need to plan ahead and request an absentee ballot or vote at one of the early voting sites. If you are not in the county/country on Election day, there is no way for you to vote. There are deadlines for early voting and absentee by mail voting, so you may need to call the Board of Elections at 704-878-3140 for specifics.

20. If I am registered as unaffiliated, can I vote in a primary election?: Yes, when you arrive at your polling place you must choose which party’s ballot you wish to vote. You cannot vote both!! If you choose to vote the Republican ballot, you will be voting on the Republican races and the non-partisan races. If you choose to vote the Democrat ballot, you will be voting on the Democrat races and the non-partisan races. If you choose to vote the unaffiliated ballot, you will only be voting on the non-partisan races. These limitations only apply during a primary election. They do not apply during a November general election. In the November general elections, you may vote for anyone on the ballot, regardless of their party.

21. How are ineligible voters removed from the voter registration rolls?: In North Carolina, county boards of elections follow a comprehensive list maintenance schedule to remove names of individuals who are no longer eligible to be registered due to death, felony conviction, removal from the county, or lack of voter contact.

1. When do I need a burning permit?: Anytime that someone wishes to burn any natural debris they need to obtain a burning permit. Because of the changes in the E.P.A. laws you can no longer burn anything outside except natural cut trees (excluding lumber), grass, limbs and leaves. 3. How often should my place of business be inspected?: The North Carolina Fire Code mandates that fire inspections be conducted once a year to once every 3 years depending on the type of facility and its use.

4. what is the fire inspector looking for when an inspection is conducted?: The inspector is looking for anything that may cause a fire. The inspector will check for fire extinguishers of the correct size and type and ensure that they have had their annual service. The inspector will also look for locked/blocked exits, functional emergency lighting, exit lights, illegal extension cord usage, etc.

5. How long do I have to correct a violation when found?: All life safety violations have to be corrected immediately. Other violations may be corrected within 30 days.

6. How many inspections do I get? How does it work? Are there fines?: After an initial inspection is done, a re-inspection will occur approximately 30 days later. Should violations still exist, a 5-day corrected notice will be issued. This advises that in 5 days, the inspector will return. At that point, a civil citation will be issued for every violation not corrected. This civil citation results in a fine of $100 per violation per day. If all fines are not paid and all violations corrected after 3 days, the business will be closed.

7. How large a fire extinguisher do I need if I have a small business?: Your fire extinguisher must be large enough to have a rating of at least 2A: 10 BC.

8. In work in a manufacturing plant in the Maintenance Department. How many fire extinguishers do we need?: That question is difficult to answer, but you can use this simple rule: no matter where you are standing in your plant, you should be within 75 feet of a fire extinguisher.

9. How often does fire equipment have to be tested?: All fire equipment (fire extinguishers, fire alarm systems, sprinkler systems, standpipe systems, fire pumps, fire doors, etc.) requires an annual test with the exception of a kitchen hood extinguishing system. These require inspection/service every 6 months. Only certified and qualified technicians can do this work.

GIS Mapping

1. What are tax maps?: Tax maps are public record maps that show the location, size, ownership, and other information of individually owned real estate subject to property taxes. They may also be called parcel maps, or cadastral maps.

2. What are the tax maps used for?: Tax maps are intended to be a visual inventory of all real property within the jurisdiction, for the primary purpose of administering property tax assessment. They are a valuable tool for surveyors, title searchers, realtors, appraisers, lawyers, developers, various other business people, county government offices, other government agencies, taxpayers, etc. If you want to know who owns a property and where it is located, tax maps are often the first place to check.

3. How are tax maps made?: Tax maps are computer drawn by our technicians based on interpretation of property boundaries contained within various recorded legal documents, such as deeds, surveys, and plat maps. These documents generally contain a legal description, which describe the property boundaries. This legal description usually contains courses known as metes and bounds, or bearings and distances, such as north 45 degrees 25 minutes 30 seconds east, 135.77 feet. These are plotted out to produce an outline of the parcels which are made to fit together like a jigsaw puzzle to create the tax map.

5. Where can I get a copy of my subdivision map?: Copies of every recorded subdivision within the county can be obtained at the Iredell County Register of Deeds office at:

6. How often are the maps updated?: Our mapping staff update and make changes to our computerized maps on a daily basis. These changes usually take place within 2 weeks of a newly recorded document. Our public GIS Mapping website is updated during the 1st and 3rd week of each month. While our tax maps reflect current ownership, the ownership of real property for tax listing and billing is as of January 1.

7. My neighbor and I disagree about the location of our common property line. Can I use the tax map to prove that I’m right?: No! Tax maps are not legal evidence of size, shape, location, ownership, or boundary of real property or right of ways, etc. Only a licensed surveyor can determine your boundary. If after your surveyor determines the boundary and your neighbor still refuses to acknowledge it, you may consult your attorney. If both parties and their respective surveyors and lawyers do not agree, then ultimately the boundary may be determined in civil court.

8. What GIS data is available?: We have various GIS Mapping base map layers freely available for download on the Data Downloads page of the Iredell County website. These layers are updated monthly and include parcels, streets and addresses, zoning, city limits, and the county line. Other data is available by request via DVD. 9. What formats are GIS data available?: GIS datasets are in ESRI shapefile format, or ESRI geodatabase version 10.1 per request.

10. What is the datum and projection of Iredell County, NC GIS data?: Most all of our GIS data utilizes North American Datum 1983 (NAD83), North Carolina State Plane FIPS 3200 US Feet.

Another example of indirect transmission is when the disease is spread through the air, such as when an infected person coughs or sneezes and another person breathes in the air that contains the germs. Communicable diseases can be caused by:

3. What is Avian influenza?: Avian influenza or bird flu is caused by a group of highly contagious flu viruses that are found naturally among birds. There are ongoing outbreaks of a type of bird flu virus, H5N1, among wild birds and domestic poultry in many countries around the world. On rare occasion, the H5N1 virus has infected people. Over 200 human cases have occurred worldwide since 2003. This virus does not pass easily from person-to-person. Close contact with sick birds is the main route of infection in humans.

4. What is seasonal influenza?: Also known as the common flu, seasonal influenza occurs nearly every year. Each year, 10-20% of the U.S. population becomes ill with the flu and about 36,000 people die from the flu or its complications. Vaccines are available to prevent people from getting the common flu.

5. What is influenza (the flu)?: Influenza is a respiratory illness that causes fever, headache, body ache, cough and extreme tiredness. It can make even otherwise healthy people very ill. Everyone six months of age and older is encouraged to get a flu shot every year.

6. What is pandemic influenza?: Pandemic influenza describes a worldwide outbreak of flu in people. It is caused by a new flu virus to which humans have no immunity. A new flu virus could result from changes to a bird (or other non-human) virus. These changes have not yet occurred with the H5N1 bird flu virus. There is no human flu pandemic right now.

7. What are the signs and symptoms of pandemic influenza?: Symptoms are similar to seasonal flu but may be more severe: fever, headache, dry cough, extreme tiredness, sore throat, runny nose, muscle aches, nausea, vomiting, diarrhea

This can happen when droplets from the cough or sneeze of a sick person travel through air and reach the mouth or nose of a person nearby. Pandemic flu can also be spread when a person touches respiratory droplets left behind on an object or surface by a sick person, and then touches his/her own (or someone else’s) mouth or nose before hand washing.

11. How can I protect myself and my family from getting sick during a pandemic?: Wash your hands frequently and thoroughly with soap and water. Cover your coughs and sneezes. Stay home when you’re sick. Do not share used/dirty utensils.

12. How likely is it that we will see a pandemic flu in our lifetime?: No one can predict when a pandemic will occur or how severe it will be. A pandemic has occurred on average every 30 to 40 years (range 10 to 50) over the last 400 years. The deadliest pandemic in recent history occurred in 1918. A recent flu pandemic, milder than the 1918 pandemic, occurred in 1968. The 2009 H1N1 flu, although it did not make people as ill, was truly a pandemic.

13. How will we know when a new influenza virus is identified?: Public health authorities around the world are working together to test and share information about influenza viruses. In the United States, the Centers for Disease Control and Prevention (CDC), working with state public health agencies, is actively monitoring influenza activity in this country.

14. What are federal, state and local public health agencies doing to prepare for pandemic influenza?: The U.S. Department of Health and Human Services, public health agencies at the state (such as Oregon Health Authority) and local levels (such as Washington County Department of Health and Human Services) have developed or are working on emergency plans to respond to a pandemic. State and local health departments are also working with healthcare facilities, businesses, faith-based organizations and other community groups to help them prepare for pandemic flu.

15. What is Tuberculosis?: Tuberculosis, or TB, is a preventable infectious disease caused by a bacterium called Mycobacterium tuberculosis. TB can attack any part of the body, but primarily attacks the lungs. TB disease was once a leading cause of death in the United States. Worldwide, TB still causes more deaths than any other infectious disease.
During the 1940s, scientists discovered the first of many drugs used to treat TB. As a result, TB slowly began to disappear in the U.S. Unfortunately, TB infection has made a comeback in recent decades. After 1984, the number of TB cases reported in the U.S. began to increase. More than 25,000 cases were reported in 1993.

16. How is Tuberculosis (TB) spread?: TB is spread through the air from one person to another. The bacteria are spread when a person with active TB disease of the lungs or throat coughs or sneezes. People nearby can breathe in the TB germs that are in the air and may become infected.

You CANNOT get TB from sharing a drinking glass with a person who has TB or touching a doorknob after someone with TB has used it. Also, once a person with TB is taking medication for treatment, he or she quickly becomes non-contagious. Additionally, once treatment has begun, he or she can quickly resume their normal life without fear of spreading TB to others.

17. What is latent Tuberculosis (TB) or (LTBI)?: In most people who breathe in TB bacteria and become infected, the person's body is able to fight the infection and keep them from growing. The TB bacteria become dormant, and this is called latent TB infection. People with latent TB infection:
* have no symptoms
* don't feel sick
* can't spread TB to others
* usually have a positive skin screening test reaction
Many people who have latent TB infection never develop active TB disease. In these people, the TB bacteria remain in the body for a lifetime without causing disease. But, in others, especially those who have weak immune systems, the bacteria can become active and cause TB disease.

18. What is active Tuberculosis (TB)?: The presence of TB bacteria in the body can lead to active TB disease if an infected person's immune system can't stop the bacteria from multiplying. Some people develop active TB disease soon after becoming infected, before their immune system can fight the TB bacteria. Other people that carry the bacteria may become sick later in life.
Symptoms of active TB disease depend on where in the body the TB bacteria are growing and may include:
* bad cough lasting more than 3 weeks
* pain in the chest
* coughing up blood or sputum
* weakness/fatigue
* weight loss
* no appetite
* chills, fever, night sweats
* usually have a positive skin test
* may have abnormal chest x-ray and/or positive sputum smear or culture

19. Who is at risk for getting Tuberculosis (TB)?: A. Those at highest risk for TB infection (recommended for testing) include the following populations:

* Foreign-born individuals who have been in the U. S. less than 5 years
* Residents and employees of prisons, hospitals, nursing homes, long-term care facilities, homeless shelters

20. How are people tested for Tuberculosis (TB)?: A healthcare provider can offer you a TB skin test if you are considered to be at high risk for getting TB. If you have a positive reaction to the skin test, your doctor or nurse may do other tests to see if you have TB disease. These tests usually include a chest x-ray and a test of the phlegm you cough up.
Because the TB bacteria may be found elsewhere besides the lungs, a doctor or nurse may check your blood or urine, or do other tests. If you are found to have TB disease, you will need to take medicine to cure it.

1. What is Bioterrorism?: Bioterrorism is a different type of terrorism. It involves the use of organisms for the purpose of spreading potentially deadly illnesses, viruses and infections. Bioterrorism is the illegal use of microorganisms or toxins to cause death or sickness in humans, animals, or plants. This is done to create fear, cause injury and/or death, and to threaten governments and communities.

2. What does Public Health do to prepare for disasters and emergencies?: Public Health has an important role in preparedness and response. Public Health response includes recognizing the disease and stopping and preventing the spread of disease. During outbreaks the department may set up dispensing sites to pass out medications and provide information to the community on ways to avoid catching the illness.
In the event of a disaster or emergency, the Iredell County Public Health Department has emergency procedures to help protect the community. These procedures include sharing information with the public on ways residents can protect themselves, and agreements with specific local agencies to set up medication clinics, as necessary. Finally, the Iredell County Public Health Department participates as a member of the emergency response community to work collaboratively on any public health emergency.

3. How do I make my own Disaster kit?

A disaster supplies kit is simply a collection of basic items your household may need in the event of an emergency.

Try to assemble your kit well in advance of an emergency. You may have to evacuate at a moment’s notice and take essentials with you. You will probably not have time to search for the supplies you need or shop for them.

You may need to survive on your own after an emergency. This means having your own food, water and other supplies in sufficient quantity to last for at least 72 hours. Local officials and relief workers will be on the scene after a disaster but they cannot reach everyone immediately. You could get help in hours or it might take days.

Additionally, basic services such as electricity, gas, water, sewage treatment and telephones may be cut off for days or even a week, or longer. Your supplies kit should contain items to help you manage during these outages.

1. What are the requirements for selling food for a food push cart or mobile unit?: In order to get an operation permit for a pushcart or mobile food unit, you must find a permitted restaurant or commissary from which to operate.
•The Health Department will have to approve your operation from this facility. You will have to report there every day that you operate, whether in this county or another, for cleaning, servicing your unit, and supplies.
•If you are buying or constructing a new pushcart or mobile food unit, you will have to submit plans and specifications for your unit to the Public Health Department for review and approval.
•There is no “grandfather clause” for used units and equipment. If you are considering purchasing previously owned units or equipment, it is strongly recommended that you contact the Public Health Department first. An Environmental Health Specialist (EHS) can tell you if it will be approved.
•Once your unit has been approved and is ready for use, you must arrange to meet with an EHS and submit your unit for inspection and permitting. The unit must be fully functional with all systems operating before you can get a permit.
•The permit must be displayed on your unit at all times.
•You must also provide this department with a list of locations where you will be operating. This list must be kept current. If you operate outside of Iredell County, you must contact the Public Health Department in that county and provide them with a list of locations. You must still continue to report to your commissary daily.

2. How do I sell food at a special event?: Food service operators are required to obtain permits to prepare and sell food at a special event, festival, or public exhibition from the local public health department.
These are Temporary Food Establishment (TFE’s) permits.

3. What are the requirements for selling food for a non-profit fundraiser event?: Any non-profit organization or political action committee that has A 501 c (3) exemption status can cook and sell food to the public providing the following conditions are met: •Submit a copy of the IRS letter indicating the organization’s 501 c (3) exemption •Complete an application for Exempt Food Vendor and submit it along with the IRS letter to the Public Health Department •The organization can cook only once per month and cannot exceed 2 consecutive days

7. What is the difference between food poisoning and food-borne illness?: What is a food-borne illness? Food-borne illnesses are those acquired by consumption of contaminated food or drink, and include those caused by chemical contaminants such as heavy metals and organic compounds. These illnesses are frequently and inaccurately referred to as food poisoning. To meet the definition of a food-borne illness, two or more persons must have consumed the same food and have similar symptoms of illness or one person must be physician/laboratory diagnosed with a specific illness. The Iredell County Public Health Department will take information regarding food-borne complaints, but these may not be investigated to the extent of a true food-borne illness. The most frequent causes of food-borne illnesses are: 1) bacterial toxins grown in the food prior to consumption such as Clostridium botulinum, Staphylococcus aureus, Bacillus cereus, and scombroid fish poisoning associated with elevated histamine levels; 2) bacterial, viral, or parasitic infections such as brucellosis, Campylobacter enteritis, diarrhea caused by Escherichia coli, hepatitis A, listeriosis, salmonellosis, shigellosis, toxoplasmosis, viral gastroenteritis, taeniasis, trichinosis, and vibrios; and 3) toxins produced by harmful algal species (cigautera fish poisoning, paralytic shellfish poisoning) or present in specific fish species (puffer fish poisoning). What are the symptoms of a foodborne illness? Symptoms may include nausea, vomiting, abdominal cramping, diarrhea, fever, headache, jaundice, tingling or numbness, muscle aches and pains, and many others. Not all food-borne illnesses have the same symptoms and the severity of symptoms varies from one person to the next. How long does it take for a foodborne illness to occur? Food-borne illness caused by chemical contaminants or that caused by allergic reactions to elevated histamine levels in fish can occur within minutes, while other food-borne diseases may occur anywhere from a few hours to a few weeks after consumption of the contaminated food/drink. Most persons will assume that the last meal eaten is the cause of their illness; this is very often inaccurate. Do I need to see a doctor about my foodborne illness? This is an individual choice based on how the individual is feeling; however, no food-borne illness can be proven unless the causative agent can be isolated from both the person and the food that they consumed. Therefore, it is very important that a doctor is seen so that specimens of blood, vomitus, or stool can be taken and that you contact the Public Health Department as soon as an illness is suspected so that food, drink, or food contact surfaces can be sampled in a timely manner. What information do I need to have when I call the Public Health Department? The first tool that the Public Health Department needs to investigate a complaint of food-borne illness is a thorough case history. You need to be prepared to provide information about your symptoms, the time, date and location of consumption of the suspected meal, when symptoms occurred, as well as a three-day food history of items consumed prior to becoming ill. In cases where a large group of persons consumed the same foods (such as a reunion, party, etc.), food histories must be taken from those persons not showing symptoms as well as from those who are ill. You must leave information about how you can be contacted during the hours of 8 a.m. to 5 p.m. so that additional information may be gathered as necessary. You may report a food-borne illness by calling 704-878-5305 (Statesville) or 704-664-5281 (Mooresville). From the information gathered from these case histories, the Public Health Department will make a statistical analysis about the type of illness and pinpoint the foods most likely to have caused the illness. What do I do with any food I have left of the suspect meal? The Public Health Department can only test foods that are still in the 'chain of custody' of the restaurant or facility where the meal was prepared, so meals taken away from the facility cannot be analyzed at the Public Health Department laboratory. Individuals can take the leftover food to a private lab for analysis if they desire, but the results will not be included in a Public Health Department investigation. Is the information about my illness confidential? Yes. Medical information about the individuals who are ill is confidential and will only be shared with the permission of that person. However, information about the investigation that takes place at the facility where the food was purchased is public information. What happens when you go to the facility to investigate where I purchased the food? A true food-borne illness investigation is treated as a high priority by the Public Health Department. Provided that the information about the illness is available to the department in a timely fashion, a full investigation will take place. An investigation of a food-borne illness will involve the tracking of the suspected food from the supplier through storage, preparation, and service to the consumer. This investigation may include: •Checking invoices of food stock and scrutinizing receiving practices of the facility •Checking food storage and preparation practices •Checking for proper hot and cold food holding/cooking temperatures •Taking samples of suspected food/drink for laboratory analysis •Swabbing food contact surfaces to isolate bacterial contamination •Observing foodservice employee hygienic practices •Interviewing foodservice employees about their health •Checking for proper surface sanitizing

1. How do I get birth control?: Schedule an appointment with us. You will receive a physical exam including family planning education. Birth control options will be thoroughly reviewed with you in order to find your preferred method of choice.

2. What kind of birth control do you offer?: Although abstinence is the most effective form of birth control, we offer several FDA approved methods such as pills, Nuvaring, Paragard IUD, the Depo shot, condoms, and spermicidal film.

3. I am under 18, will my parents find out about my visit?: No. Under North Carolina law, the Health Department can legally provide you family planning services without parental consent.

4. I think I might be pregnant, what do I do?: Make an appointment with Family Planning at the health department to have a pregnancy test. You should be 2 weeks late having your menstruation cycle before having a pregnancy test. The cost of pregnancy tests are $20.00. Once the test results are determined you will either receive education about birth control options/STD prevention and provided with pregnancy options.
*One bottle of prenatal vitamins will be offered with positive pregnancy results.

***If you are a minor and your parent does not know that you are coming to receive Family Planning services, you do not need to bring income information.

8. What will happen at my first appointment?: If your appointment is for birth control, typically you will meet first with a public health nurse or associate. You will then see a clinician for a routine gynecological exam and review your birth control method. Any problem identified or questions you have will be addressed.

9. How long will my appointment take?: Appointment times vary, but a comprehensive (i.e., first clinic visit, annual visit) appointment may take up to 1 1/2 hours. Most other appointments take 15 to 30 minutes.

11. What about the “morning after pill?”: The morning after pill, or emergency contraception (ECP’s), can reduce your risk of pregnancy by up to 89%. 1. How much is an STD test?: There is no charge for STD/HIV testing or assessment and treatment of sexually transmitted infections.

2. What is a Sexually Transmitted Disease (STD)?: A Sexually Transmitted Disease or STD is a lifelong infection passed from one person to another during oral sex, sexual intercourse, or anal sex. Some are curable, some are not.

3. How will I know if my partner has an STD?: Since most STD’s do not have obvious signs or symptoms the only way to truly tell if someone has an STD is through a medical exam and lab testing.

4. What STD's are curable?: Chlamydia, Gonorrhea, and Syphilis are common STD’s that are caused by bacteria.
These can usually be cured with antibiotics if treated early. If these STDS are not treated early on they can have serious, long term problems such as blindness, infertility and encephalitis (swelling of the brain).

5. What is the process of having an STD test?: Call the Health Department to make an appointment if you need an STD test. This test is FREE of charge and CONFIDENTIAL. You are called back by a number and not your name for a nurse to assess you. If you are under 18 and need a ride to the health department, give us a call, we have information available about resources available to you.

6. How can I prevent getting an STD?: Abstinence (no sexual activity) is the only way to be 100% protected from getting a STD.

7. Are all STD's tested during my visit?: Not all STD’s are tested during a regular STD check, some diseases such as herpes are available upon request.

8. How long does it take for lab results to come back?: It depends on the specific test. Some test results are the same day and others could take up to three weeks.

9. Can my lab results be sent to another doctor?: Yes, a release of information may be required.

1. Why is the state's collection of vehicle property taxes changing?

The North Carolina General Assembly ratified House Bill 1779 to create a combined motor vehicle registration renewal and property tax collection system.

The legislation places the responsibility for motor vehicle property tax collection for the state’s 100 counties with the Division of Motor Vehicles (DMV). The new combined registration fee and tax collection has become the North Carolina new

Tag and Tax Together System.

2. When does the new Tag and Tax Together System take effect?: The new system took effect with the September 2013 renewals.

3. Why has my registration renewal form changed?: The new form combines information about your vehicle registration renewal fee and your vehicle property tax due. The new Tag and Tax System allows you to make 1 payment for both registration and vehicle property tax.

4. Will my vehicle registration renewal fee remain the same?: Yes. Vehicle registration renewal fees will remain at the same annual cost. The only increase in your bill will reflect the vehicle property tax amount.

5. When is my vehicle tax due?: Your vehicle tax will be due at the same time you renew your vehicle. North Carolina law requires that your vehicle property tax be paid in order to renew the vehicle registration. The due date will be printed on the new combined notice that you receive in the mail.

6. Can I renew my vehicle registration if I do not pay my property tax 1st?: No. You cannot renew your vehicle’s registration, whether it is leased or owned, unless the total taxes and registration fees on the vehicle are paid.

7. Am I paying property taxes for the coming year, or for the preceding year?: Taxes due on this notice are for the coming year, covering the same period as the vehicle registration.

8. What if I lease my vehicle? Do I need to pay my property taxes to the leasing company?: No. Vehicle property taxes on leased motor vehicles must be paid in full at the time of renewal. A copy of the combined tag and tax notice is not sent to the leasing company.

9. Is interest charged on late payments?: Yes. State law requires that interest be charged on late vehicle property tax payments and on late registration renewals.

10. How will I know what vehicle property tax I owe?: Your property tax will be included on the new combined notice with your county and municipality tax rates and other applicable taxes due.

11. Will I receive a refund if I transfer my license plate to another vehicle during the year?: No. If you have paid your vehicle property tax for the year and then transfer the license plate to another vehicle, you will not be eligible for a refund of the taxes paid. The registered motor vehicle to which the plates are transferred will not be taxed until its current registration is renewed.

12. When can I apply for a refund of vehicle taxes paid?: An owner can apply for a refund of taxes paid when a motor vehicle is sold or registered out of state. The refund will be calculated on any full calendar months remaining in the registration period after the license plate is surrendered to the North Carolina Division of Motor Vehicles (NC DMV). Within 1 year of surrendering the license plates, the owner must present proof of plate surrender to NC DMV (DMV form FS20), and a copy of the bill of sale or the new state’s registration to the county tax office at 135 East Water Street.

13. Should I pay vehicle property tax if I am active duty military?: Active duty, non-resident military personnel may be exempt from North Carolina motor vehicle property tax. To qualify for an exemption, you must present a copy of your Leave and Earnings Statement to the county tax office that lists your home of record for a state other than North Carolina. The statement should be for the month and year in which you registered the motor vehicle and must include your Estimated Time of Separation (ETS) date and home of record. If your home of record on your Leave and Earnings Statement is North Carolina, you must pay the vehicle property tax here.

14. Can I appeal the value of my vehicle?: Yes, you can call the tax office for more information at 704-878-3018.

15. What is gap billing of property taxes for unregistered vehicles?: Gap billing of property taxes occurs when there is a gap (one or more months) in billed property taxes between the expiration of a vehicle’s registration and the renewal of that registration or the issuance of a new registration. The vehicle is an unregistered vehicle during the gap in registration.

16. Why did I receive a vehicle registration gap property tax notice?: There was a gap in the registration of your vehicle resulting in a gap in the taxes billed. The registration for your vehicle previously expired. The vehicle registration was recently renewed or a new registration was issued. During the gap in registration, the vehicle was unregistered. The County is required to collect property taxes for unregistered vehicles per North Carolina General Statute 105-330.3.

17. Does the property tax I paid when I renewed my registration apply to the gap billing period?: No. Property taxes paid to the North Carolina Department of Motor Vehicles (NCDMV) at the time of registration renewal or issuance are for the same 12-month period as your registration. The taxes billed on a gap property tax notice are only for the months your vehicle was not registered with the NCDMV.

18. How many months can a vehicle registration gap property tax notice cover?: A gap property tax notice will cover at least one month and can cover all months between registrations, without limitation.

19. When is my vehicle value determined?: Vehicle value is determined as of January 1 of the calendar year in which the gap property tax notice was computed.

20. How can I appeal?: Appeals of value, situs (location where taxed), and taxability must be filed with the tax office within thirty (30) days of the due date on this notice.

21. When are the taxes due and when does interest start?: Taxes are due by the September 1 that follows the gap property tax notice date and can be paid without interest before the following January 6. Interest accrues for taxes paid on or after January 6 at 2% for the month of January and accrues at ¾ of 1% for each following month.

22. What if I do not pay?: Taxes are delinquent if unpaid on January 6 that follows the September 1 due date. Delinquent taxes are subject to garnishment of wages and levy on personal property immediately upon becoming delinquent.

Parks and Recreation - Camps

1. What are the age requirements for camp? What if my child has a summer birthday?

Camp Iredell is for ages 5-11. Camp Iredell Adventures is for ages 11-3. (Note: for 2021, Camp Iredell ages are modified to ages 5-12, since we are not offering the Camp Iredell Adventures program)

Our policy is that children need to be within the appropriate age range at the time they START camp (due to the high demand and limited availability). For the younger children, it is helpful if they have had experience in a group environment (ex: daycare, pre-school, or kindergarten), although this is not required to attend. For older children, as long as they are the appropriate age when they begin attending camp, they may continue to attend for the remainder of the summer (See EXAMPLE in 3rd paragraph).

Age 5: These children would need to be comfortable managing their items during the day (backpack, lunch, shoes, swimsuit, etc), following instructions, and being part of a large group. Must be able to change clothes and use the restroom independently.

Age 11-12: 11 year olds can be in either program. If a child turns 12 prior to their registered start of camp, they would not be eligible for Camp Iredell, but would still be eligible for Camp Iredell Adventures. If a child does not turn 12 until after they have already started attending Camp Iredell, they would still be eligible to attend Camp Iredell for the remaining weeks they are registered (but could also attend Camp Iredell Adventures if desired, or alternate between the two).

NOTE: With our online registration system, if your child ages out during/between the sessions, you may need to contact the office to continue the registration process for sessions past the DOB.

2. How do I register my child(ren) for camp?

Online, by phone, or at our Recreation Center!

If you are a return customer, please do NOT create a new account! Use your previous account (contact our office if you need assistance). If you are a new customer, you will need to create an account. Accounts are free! Each family will need a parent/guardian to create a family/individual account, and then you may add members/children to that family account (minors cannot create accounts).

Specific instructions for creating accounts, adding members, etc is available on the registration site. The link is posted on the Parks & Recreation webpage. You may create accounts prior to the registration opening; however you will not be able to register for camps until the opening date. Once created, accounts may be used to register for a variety of programs offered through our office.
If you do not have internet access, you may contact the Recreation Office (phone or in person) and our staff will be able to work with you to create your account and register your child through our office computers.

3. Do I have to register for the whole summer, or can I pick which weeks I want my child to attend?: You can pick which weeks you want your child to attend, although you may register for the entire summer if you wish. Most campers usually attend for the majority of the summer, as their schedule allows.

4. What are the payment options? Do I have to pay in full, or can I register with a deposit?

You do not have to pay in full when you register, although you may, and there are no additional fees when you pay in full for a session.

There is a payment plan option, and with that you must at least pay $30 of your amount due during your initial registration (or any time you come back to add sessions). For payment plans, a surcharge of $5 per session is added to the weekly total. The $30 payment is non-refundable, non-transferrable, and is used as a deposit to hold your selected sessions. Remaining payments for weekly fee amounts are due the Monday prior to each session.

A late fee of $10 per child will be added to the remaining payments beginning on the Tuesday prior to each session.
If there is a waiting list, your child’s spot may be forfeited if remaining payments are not received on time.
Any remaining payment must be received by 10am on Friday, or your child’s registration may be cancelled. If your registration was cancelled, you will be required to re-register and pay all fees in full (you will not receive credit for previous deposits).
All sessions will close for new registrants and payments by 10am on the Friday before each session start.

If you pay in full initially, and cancel at a later date, you will only receive a partial refund, the session fee minus the $30 deposit (if cancelled prior to the deadline).

Because registrations are NOT 100% irefundable and are not transferrable, please be sure you are accurate and confident with your selections.

5. Do I get a discount if I enroll more than one child?: Unfortunately, we can not offer a discount for multiple children. We try to keep our rates as low as possible (while still matching our expenses), and can not offer any further discounts.

6. What if I need to cancel a week?: Cancellations must be received no later than the Monday prior to the week in question. If that week has been paid in full, the majority payment can be refunded, with the exception of the weekly deposit ($30) and surcharges. If only a weekly deposit has been placed on that week, then the deposit is forfeited upon cancellation. Weekly deposits are non-refundable and non-transferrable. Cancellations received after the Monday prior to each session are non-refundable and non-transferrable.

7. If my child can not attend the entire week, can I pay for a partial week or be reimbursed for the days they are absent?: Our rates are based per week and we are unable to offer daily rates or refunds for days missed. Refunds are only available for sessions if cancellations are made by the Monday prior to each session (deposit amounts ($30/week) and surcharges are non-refundable). Cancellations received late are non-refundable and non-transferrable.

8. What does camp do? Do they stay at the drop-off site the entire day?

See the Camp Iredell home page for information specific to 2021. Some of the below information may not be applicable to 2021.

We travel! *The camps only stay at the school sites during the morning drop-off (7am-8:30am for Camp Iredell, 7:30am-8:30am for Camp Iredell Adventures) and the afternoon pick-up (4:30pm-6pm). Between 8:30am and 4:30pm, the camps will travel to various locations for their scheduled activities (parks, pools, movies, bowling, science centers, etc). Select trips may require earlier drop-off or later pick-up than usual (prior notification will be provided).

* Travel can be subject to change (weather, etc). See NOTE below regarding potential Friday travel.

School Sites (Drop-Off & Pick-Up): East Elementary School (Gym) in Statesville, Mt. Mourne School (Gym) in Mooresville. PICK ONE. During the day, camp will visit a variety of locations. This could include: pools, parks, movies, bowling, science centers, nature/animal centers, historical locations, baseball games, etc. Camp usually swims 2 times each week. The featured “field trips” are usually on Wednesdays (wear camp shirt). See “Parent Handbook” for additional details.

NOTE: Due to cost-cutting procedures in place by the Iredell-Statesville school system, it may be the case that Camp Iredell will not be allowed to travel for some of the Fridays during camp (June & July). We have a use-agreement with I-SS regarding facility use and bus use. We may not be allowed to use the buses on Fridays in June & July, which means we will plan activities to be done at the sites on those days. This would not effect any scheduling on Mondays-Thursdays, and may only effect some, but not all, of our Fridays. This would not effect Camp Iredell Adventures, because they travel by van.

9. What does my child need to bring to camp?

Please label all items that your child brings to camp! Your child will be responsible for keeping up with all items they bring to camp. Be sure that your child wears appropriate attire and/or footwear to camp.

Backpack/sack/bag: This helps to keep all of your child’s belongings together. Please make sure your child is able to carry it to/from the bus, pool, etc when needed.
Water Bottle: Water is available throughout the day, and we ask that children bring a water bottle for refilling.
Lunch: Children need to bring a lunch each day (lunch box/cooler, paper bag, etc).
Snacks (optional): A snack and juice and/or water are provided each afternoon, however if you believe this is not enough for your child, or your child needs/prefers a snack that we do not offer, you may pack a/another snack.
Socks and close-toed shoes: Sandals/flip-flops can be fine for some activities, however if your child is not wearing socks and close-toed shoes, please pack these items, even if not scheduled to use them. Last minute schedule revisions (due to weather or other unforeseen events) can happen. Some activities require socks and/or close-toed shoes (bowling, kickball, indoor play gyms, etc). Many parents/kids prefer shoes such as Keens, which are sandals with a closed-toe, so they do not have to pack additional shoes (only socks).
Swim suit and towel: Please also have your child bring a towel and swim suit every day, even if not scheduled to use them. Last minute schedule revisions (due to weather or other unforeseen events) can happen (water balloons anyone?). If scheduled to swim, please have your child arrive at camp with their swimsuit on under their clothes. Some children also prefer to have towels to sit on at various times of the day (in the grass, on the gym floor, etc).
Sunscreen (optional): Sunscreen (SPF 50 or higher) is provided by Camp Iredell (and applied by the counselors, see the information packet for additional information); however if your child requires a particular kind of sunscreen (due to allergies, etc), they may bring sunscreen with them (the staff will apply to them first).
Please do NOT bring toys or electronics (MP3 players, cell phones, game systems, etc). These items are problematic and distracting in a camp setting. If children bring these items to camp, they will be told to leave the item at home. If they continue to bring these items, they may be held at the site or brought to the Recreation office to be picked up by the parents. Camp Iredell is not responsible for any item(s) brought to camp (including damage and/or loss).

Weapons, illegal drugs, or items of any kind that may be considered dangerous or unlawful are not permitted in any ICPRD programs or facilities.

10. Are the campers divided into smaller groups based on age or activity?: Depending on the activity, the campers may be divided into smaller age-appropriate groups. For activities such as arts & crafts, field trips/facility tours, and certain games, the campers may be divided. For activities such as movies, guest speakers, and playground time, the campers are not usually divided. For swimming with Camp Iredell, campers are permitted into certain areas of the pools based on their swimming ability and age/size. All campers will be tested on swimming ability during their first swim date (re-tests may be allowed throughout the summer), and given a colored bracelet to indicate which areas they can enter. Additional information pertaining to our swimming/testing policies is in the “Parent Handbook” (available on the website).

11. What is the staff to camper ratio? What is the usual age distribution in camp?

Our staff to camper ratio is no more than 1:10 (staff:campers).

For certain larger trips (such as Carowinds and Emerald Pointe), we bring in additional staff to help lower this ratio. The age distribution varies each year, as we are not able to predict exactly who will register for our programs. Camp Iredell tends to have roughly 50% fall in the middle ranges (ages 7-9) with the remaining age ranges (5-6 and 10-11) falling fairly evenly on both ends (20-30% each).

12. Do we have to be an Iredell County resident to participate in your camps?: For our day camps, it does not matter if you live outside of Iredell County (there are no additional fees). As long as your child can utilize one of our drop-off/pick-up sites and adhere to the appropriate times, there should not be any issues if you live outside of Iredell County.

13. What are the qualifications and requirements for the camp staff?

Camp Iredell: All staff must be at least 18 years old, and all bus drivers are at least 21 years old with a valid commercial drivers’ license (CDL) issued through the NC DMV (50-75% of the staff are bus drivers/counselors, 21 or older). All staff are First Aid and CPR certified, go through a 15+ hour staff training, and must pass a drug test and background check prior to employment. We look for staff to have experience in education, child care, recreation, or similar fields.

Camp Iredell Adventures: All staff must be at least 21 years old. Staff are also First Aid and CPR certified, go through a 15+ hour staff training, van driver training, and must pass a drug test and background check prior to employment. We look for staff to have experience in adventure-based activities, education, child care, recreation, or similar fields.

1. How do I open a home business?: Home businesses need zoning permits called “home occupation” permits. There are different permits one can obtain, depending on the nature of the business and the location. The most common permit we give is called a “customary home occupation” permit that allows a business to be run out of a residence, but there are others that allow a business to be run out of a shed out back, or others allowing for contractors’ businesses.

Come to our office on the 1st floor of the Building Standards Center at 349 North Center Street to make sure you can meet the requirements to be a home occupation and to fill out the necessary paperwork. It takes about 15 minutes, costs $77.25, and the permit is good for as long as the parcel exists.

2. How do I get a septic system site evaluation / permit?: The 1st step in applying for a septic system site evaluation / permit is to come in person to The Central Permitting Office located on the 1st floor of the Building Standards Center at 349 North Center Street (we do not issue zoning permits over the phone). There you will pay a total of $577.25 (this includes a $77.25 zoning fee and $500 for the septic system site evaluation).

There are 3 forms to be completed for Environmental Health, you can fill these out in the office or print them and bring them in. The forms and a copy of your zoning permit will be submitted to the Environmental Health Division.

Please also bring your floor plans for your home if you have them available. If your property is located north of Ostwalt Amity Road, your paperwork will be submitted to the Statesville office, and if your property is South of Ostwalt Amity Road in Iredell County your forms will be submitted to the Mooresville Office. Once your forms are reviewed, you will be placed on a work list and an Environmental Health Specialist will contact you to set up a time to meet you at your property for your soil evaluation.

3. Do I need permits for a shed or accessory building?: Yes, zoning permits are required for all accessory buildings, even pole sheds. The zoning permit will explain the setbacks the accessory building has to meet. Usually the setbacks are 10 feet from all property lines, except for lake lots, corner lots, and large accessory buildings.

Come to our office on the 1st floor of the Building Standards Center at 349 North Center Street to get a zoning permit. We will forward your proposal to the health department to make sure the proposed building will not be constructed on the septic lines or the septic field. After the health department has approved the project, we will call you back to the Building Standards Center to get the building permit.

4. How do I set up a mobile home?: The Central Permitting Department at times charges mobile home applicants $500 for a “perc test” and $495 for a well inspection. Mobile homes older than 1976 cannot be set up in Iredell County’s zoning jurisdiction and Iredell County has some requirements about underskirting, porches, and rooflines. Mobile homes should be set up parallel to the road, with some exceptions. After you get the zoning permit and septic and well inspections you can obtain a building permit and have the building inspection process explained to you.

5. How do I get a sign permit?: Signs require zoning and building permits. For the zoning permit, bring a sketch or diagram showing the sign’s dimensions and wording, and a sketch of the location of the sign on the property, along with other existing signs on property, if applicable (wall and/or ground signs) to our zoning office at 349 North Center Street.

If the sign is small, these sketches will suffice for the building permit. If the sign is over 32 square feet or over 5 feet tall, however, an engineer will have to provide drawings for the building permit. The drawings will be submitted to Lorrie Moore in the Building Inspections Department at 704-928-2021 or by email.

6. How do I split a lot into 2 lots? Or conversely, how do I combine 2 lots into 1 lot?: All subdivisions must meet minimum requirements and be approved by staff. A planner can be contacted at 704-878-3121, ext. 3121.

7. Can I get my property rezoned?: The 1st step is making an appointment with a planner in our office by calling 704-878-3118, ext. 5361. The County Commissioners vote on rezonings, but planners and the planning board make recommendations as well.

Many factors are considered. All parties consider whether the proposed rezoning fits into the future land use plan.

The rezoning process takes about 2 months and costs $500.

8. How far off my property line does a fence have to be?: There are currently no setbacks for residential fences, as long as it doesn’t encroach onto your neighbor’s property. However, fences can not be over 8 feet tall.

9. How do I get zoning approval for a vehicle dealer's license?: Ask a planner for a zoning verification letter made out to your Department of Motor Vehicles (DMV) inspector. The zoning code does not address noise, tall grass, or general junk (unless the site could be classified as a junkyard or scrapyard).

Reasons for not receiving a tax bill include mailing the bill to the incorrect address (make sure you keep your address current with this office). The tax bill could have gotten lost in the mail. Also, if the property was bought after January 1, the bill goes to the owner as of the 1st of the year.

5. When taxes are delinquent, can you make payment arrangements?: Yes, but arrangements have to be kept to avoid other action.

6. When will property be advertised in the paper? If I have payment arrangements will the property still be advertised?: Property is advertised in March of each year and will be advertised even if you have payment arrangements. Taxes must be paid in full to avoid advertisement. If the property was sold during the year and the taxes are not paid in full, both the buyer’s name and the seller’s name will be advertised.

7. What action is taken if I don't pay my taxes or make arrangements?: The 1st option is the garnishment of wages, rents and / or other money due you and the attachment of bank accounts. Also, the seizure / levy of vehicle, your account turned over to the Sheriff and the credit agency. Finally foreclosure of your property.

The 2nd option would be debt set off of income tax refunds.

8. What if I sold the property and I get a tax bill?: Tax bills are mailed to the taxpayer that owned property on January 1 and may need to be forwarded to the new owner. All other agreements are between the buyer and the seller.

9. What if I get a tax bill and my mortgage company is supposed to pay them?: The property owner is responsible for ensuring full payment of the tax bill. On your tax bill, if “yes” appears in the box marked taxes escrowed, then a copy of this bill has been forwarded to an escrow company. If your taxes are escrowed, and the box is blank, you need to forward the tax bill on to your mortgage holder.

10. Why do I pay county taxes when I live in the city?: You live in the county of Iredell so you pay county taxes and if you are within the city limits you also pay city taxes.

11. How do I obtain tax receipts for my income taxes?: You may come by the tax office at 135 East Water Street and obtain duplicate receipts or send a self-addressed stamped envelope with request for duplicate receipts of taxes you paid. This information cannot be given over the phone.

1. Why did I not get a New Notice of Real Estate Assessed Value?: You may not have corrected your address with our office. Also, properties that have been flagged for division of property or improvements may not have been appraised yet. If you did not own the property as of January 1 you will not receive a reappraisal notice.

2. What does the real estate assessed value represent?: All property, real and personal, shall as far as practicable be appraised or valued at its true value in money. When used in this subchapter, the words “true value” shall be interpreted as meaning market value, that is, the price estimated in terms of money at which the property would change hands between a willing and financially able buyer and a willing seller, neither being under any compulsion to buy or to sell and both having reasonable knowledge of all the uses to which the property is adapted and for which it is capable of being used.

3. What does the term "reappraisal or reappraised" mean?: Reappraisal means that the local tax officials are reappraising all real property as of the effective date of the reappraisal, in this case January 1, 2023. Reappraisal is required by the laws of the State of North Carolina.

4. When was your last reappraisal and when can we expect another?: The current reappraisal is effective January 1, 2023. The county is on a 4 year reappraisal cycle. The next will be effective for January 1, 2027.

5. I do not agree with the value you have on my house and land or commercial property, how do I appeal this value?

The Appeal Process

The first step of the appeal process is to complete an Appeal Form in its entirety and return it with documentation to the Iredell County Assessor’s Office - PO Box 1027, Statesville, NC 28687, within 30 days of the date of Notice. You may also complete and submit an appeal online at https://www.bttaxpayerportal.com/TaxpayerPortalIR/Appeal. An appraiser will review the information provided and respond with a new Notice of Real Estate Assessed Value. The objective of this review will be to ensure property is appraised at 100% of its true (market) value as of January 1, 2023; therefore, value could decrease, increase, or stay the same. Taxpayers who wish to further appeal the assessed value may file an appeal with the Iredell County Board of Equalization and Review.

Iredell County Board of Equalization and Review (Ref: NCGS 105-322)

An appeal to the Iredell County Board of Equalization and Review (Board) must be made prior to its advertised date of adjournment or within 30 days of the last Notice of Real Estate Assessed Value. The first meeting of the Board must be held no earlier than the first Monday in April and no later than the first Monday in May. Actual times and dates will be advertised in local newspapers and on the Iredell County Website https://www.iredellcountync.gov. Appeals must be postmarked by the United States Postal Service within the allocated time periods. If a postmark cannot be read or is not present, the form will be considered received on the date it arrives in the Assessor’s Office. Appeals should be made in writing and mailed to the Iredell County Board of Equalization and Review - PO Box 1027, Statesville, NC 28687. Appeals may also be made online at https://www.bttaxpayerportal.com/TaxpayerPortalIR/Appeal. Online appeals must be submitted prior to the Board’s advertised date of adjournment or within 30 days of the last Notice of Real Estate Assessed Value. Prior to the Board hearing, an appraiser will visit the property to ensure the accuracy of the Assessor’s data. If the appraiser and the taxpayer reach an agreement, an Assessment Agreement may be signed and presented to the Board for final approval. If an agreement is not reached, the taxpayer will be notified of the date and time of the Board hearing. At the hearing the taxpayer will have the opportunity to present their evidence and testimony to the Board. A County appraiser will present the County’s evidence and make a recommendation of value to the Board. Within 30 days after the Board hearing, the taxpayer will receive a Notice of Decision indicating the Board’s determination of value. Taxpayers dissatisfied with the value indicated in the Notice of Decision may appeal to the NC Property Tax Commission within 30 days of the date of the Notice of Decision.

North Carolina Property Tax Commission

Appeals to the NC Property Tax Commission (PTC) must be filed within 30 days of the date of the Notice of Decision from the Iredell County Board of Equalization and Review. These appeals are typically heard in Raleigh. The PTC is comprised of 5 members appointed by the Governor and the Legislature. Information for the NC Property Tax Commission may be reviewed at https://www.ncdor.gov/taxes/north-carolinas-property-tax-system/property-tax-commission. Prior to the hearing, representatives of the Department of Revenue will meet with the County and the taxpayer to review the merits of the case and resolve them when possible. The taxpayer or the County may appeal the decision of the PTC to the Court of Appeals.

6. I did not own this property on January 1. What should I do?

7. My building was under construction and not complete as of January 1. How can I check to see the percentage complete?: You may go online and view your Property Record Card. Please visit the Iredell County Public Access page. It defaults to the Basic Search tab, which can be used to search for information like your name, address or parcel number. The Real Estate tab also offers similar options to search for your Property Record Card. Once you enter the necessary criteria, and press the search button, you’ll see a Search Results tab appear. The first field beneath the Search Results is labeled The Parcel #. Click on your Parcel #, then scroll down to the bottom of the page to view your Selected Parcel Info. The fifth tab from the left, starting with the Land tab, is the Property Record Cards tab. Clicking on the link beneath that tab will open your Property Record Card. Look at the top right of the Property Record Card and to the left of the market value. If there is a “UC” code then the structure was appraised at the percentage listed under the “UC”. If no percentage is shown, it was valued as 100% complete. Also, check the notes area.

8. When do I need to let the Assessor’s Office know about new construction?: You must list any changes to your real estate during the month of January, this includes all new buildings, improvements and additions along with the cost and the percent complete as of January 1. Also, you must notify the Assessor’s Office if you have demolished or removed any improvements.

9. Is the Notice of Real Estate Assessed Value a bill?: No.

10. If I don't want to appeal do I still return the form?: No.

11. What does the value include?: The value includes the land plus any improvements.

12. What type of property is appraised?: All real property located in Iredell County.

13. When can I expect an answer to my appeal?: You should receive a new notice stating the change in value, if any, within 30-60 days from the date you filed your appeal.

1. Does the Concealed Handgun Training Certificate ever expire?: No, it never expires for a new concealed handgun permit applicant who has not applied for their concealed handgun permit. However if you have a concealed handgun permit and you let your concealed handgun permit expire, then you will be considered a new applicant and will have to Retake the concealed handgun training certificate class and start the concealed handgun permit process over.

2. How long are pistol purchase permits good for?: A pistol purchase permit is good for 5 years from date it is received.

3. Is there a limit on the number of pistol purchase permits I can buy?: No there is no limit on how many you can buy.

4. How much does a pistol purchase permit cost?: A pistol purchase permit is $5.00

5. How much does a concealed handgun permit cost?: A NEW concealed handgun permit is $90.00, while a RENEWAL concealed handgun permit is $75.00

6. Can I get a pistol purchase or a concealed handgun permit online?: Yes, however you will still need to come to the Iredell County Sheriff's Office and sign a mental health release authorization form before either can be issued.

7. Do I have to register my firearm?: No, you are not required to register a firearm anywhere in North Carolina.

8. Do I have to get a pistol purchase permit to buy a cross bow?: No.

Solid Waste Decals

1. Why are solid waste decals so important?: Iredell County taxpayers who own a house or apartment pay a yearly household assessment to help finance the landfill and convenience sites. The decal allows site attendants to easily identify county residents. State law does not allow waste from any source other than within the county to be placed in the county landfill. Remember allowing users from elsewhere means our residents are paying the bill for illegal users.

2. How much is the household assessment?: Only $56 per household. That works out to only $1 per week or about what you pay for 1 soda or a bottle of water at a convenience store - that’s a great bargain. If we can’t reserve the program for only those eligible, fees will have to increase for our taxpayers.

3. Why can’t I just hold up my decal as I drive by or lay it on my dash?: County Ordinance states it must be affixed to the vehicle, if properly displayed it does not cause delays while the attendant looks or asks for it. It is possible that people living close to county borders could pass the decals to friends, relatives and neighbors who are ineligible thus placing additional burdens on Iredell County taxpayers if it is not fixed.

4. Does North Carolina State law say it is illegal to place anything on my windshield?: yes, but only if it obstructs the line of vision. The solid waste decal will not interfere if placed in the lower left corner of the windshield.

5. What if I don’t want the glue making a mess on my windshield?: The glue does not leave residue. In fact the decals are easily removed if you bend 1 corner upwards before applying.

6. What do i do if I own several vehicles and want one for each vehicle?: No problem, we will give you a decal for each separate vehicle you bring here. We only ask for proof of registration and that the specific vehicle is present and the decal is affixed to the vehicle at the time of receipt.

7. What happens if I refuse to put it on no matter what you say?: This is your choice; however you will be issued a citation from the Solid Waste Enforcement Officer which will cost $50 to resolve. Continued violations may result in the loss of privileges to use Solid Waste Facilities pursuant to the departments Disruptive Behavior Policy.
